What does the 9th amendment say with regards to enumerated rights?

Because SCOTUS has found that the 9th amendment means you have the right to free travel and yet still allows for state regulations of and fee schedule associated with the license needed to travel between states even on federal owned roads. Crazy I know.

What law allows the police or school to charge him when the private citizens he assaulted and threatened chose not to proceed with charges?

The ripeness doctrine comes into effect when things occur outside the realm of the states that they are so major that it is time for the USSC to step in.

Again, the PROMISE program is what motivated the school to not have him arrested....they got MONEY from Obama for looking the other way! The police were complicit in this as well!
