North Dakota was economic heaven according to some during the fracking gold rush a few years ago but when energy prices fell and those jobs disappeared there were not any good options.

Wow, 1,089 people. 2.5x that many are homeless just in Seattle. When the rate is already low it doesn't take many to make a large change in percentage. 0.001% of the population of ND is homeless, 1//3 the rate of Seattle or California.
I'd be willing to bet it's a lot easier to find a job in Los Angeles with a 5% unemployment rate than in North Dakota at a 2% rate. Los Angeles will have far more openings with a huge variety of different needed skills compared to N.D.

Not only that LA has pretty much anything you could want. North Dakota is painfully limited.
