Okay, obviously it's not Melania, per se. We know she couldn't write anything on her own. But it's typical that the Trump staff is too incompetent to put together any project, typical that they'd steal, and typical that they're so dumb and lazy that they'd pull this stunt again, even being caught at it before. And perhaps typical that they understand that Melania herself is too ignorant and indifferent about it all.

There's a thread on her Be Best initiative that includes a discussion of her slapping a name on something from the Obama administration.
It is likely buried beneath the avalanche of threads on Clinton's back brace, and how Democrats are taking a knife to the Constitution. But it is down there somewhere.
Heres the other thread, you can complain about it there:
And you know what? If it's true that it's plagiarized, I wouldn't have minded at all, if she had made a public statement about how important the issue is, and she finds that Obama had put it so well that she wants to make a point of disseminating Obama's ideas again.
That's what an ethical person would do. That's how you "re-cycle" without being a thief.
Of course, Trump would never permit her to say anything praising Obama.
If imitation is the sincerest form of flattery, then Obama had best be thankful for the compliment Mrs. Trump has paid him in re-using his material. Otherwise, of course, nobody needs to praise Obama, because, as we both know, he'll sing his own praises even before anybody else has the chance.

Do you seriously believe that Obama worked on and wrote a phamplet on cyberbullying that the FTC put out?

Regardless of the brochure's origins, it's clear that either you didn't read it, or that the information was lost on you.

ALL Melania had to do was GIVE credit, where CREDIT is do and ask Permission to repeat it!! IF she wishes to promote what had already been started by previous administration and they say FINE>. Okay.. please continue it! But nope, DJT's administration continues to rebuke BO's Administrations and will never ADMIT to taking any agenda 9 even for his wife, Melania and i'd bet she never even was told it was a " Plaguerized" speech, or panphlets already circulated prior!!
DJT, will defect and say.. WHY go after FLOTUS.. she's doing what she feels strong about.. BLAHBLAHBLAH!! Once again, he and his mostly Crew always setup fall people to promote his agenda!! Agenda?? ALL about DJT/.nepotism/Pay for Play +++++
Swamp is getting so thick with creatures.. Nobody will ever see the bottom of that waterway!!

If plagiarism were such charmingly sincere flattery, it wouldn't be illegal.
And, actually, no. If you ever listened to Obama, he was relatively modest. Indeed, it was considered one of the problems of his administration that they didn't do a good job of publicizing their achievements. Unlike Trump, Obama never grudged praise to others; Trump, on the other hand, sours on anyone who gets much attention in the spotlight. Look at any of Trump's grandiose statements (like "I alone can fix it") and you won't find much counterpart in Obama.
