His goal is to kill multi-lateral trade; "globalism" as American right wing know-nothings call it.
So they approve of Trudeau taxing Canadians on American goods and services, but disapprove of Trump taxing Americans on Canadian goods and services? The people who responded to the poll are clueless. Both are wrong, trade should determined the principles, not politicians.
