Obama kicked off negotiation of the Transatlantic Trade and Investment Partnership (TTIP). Under TTIP, 97% of tariffs would be eliminated. Trump put a kbosh on TTIP and started a trade war instead.
Now we're getting back to the principles originally embraced by Obama under TTIP, and Trump will try to spin this like some big victory for him?
That's precisely how Liberals and the left work. If Trump does it, it's a failure. If somebody else does it, it's winning, even if they're the exact same thing.

EU and US both impose an average of 3% tariffs on both sides (US imposes slightly higher tariffs), so no one is being ripped off.

That's a pretty misleading figure! The unweighted average is 5.2% for the EU and 3.5% for us.
Its about 3% on EU side, and US imposes 3.7%.

The previous admin negotiated zero tariff deal, which was trash-canned by this admin. Same with Canada, Mexico, Japan and many other countries. We had deals, which Trump threw into the wind apparently because he was not interested in even knowing what was in them.

You should read articles before you try to paraphrase them based on the title.
They are taking the lead (what the USA used to do before Trump), and saying "we're willing to scrap our tariffs, IF USA WILL. Before Trump, USA used to set the terms of negotiation, now we are no longer in the lead, due to Trump. His strategy has consistently been to make bad decisions, cause a lot of pain among the American people, and then take credit for "fixing" the pain he caused. He ignores the fact that we were better off before he broke and fixed it.
