CBC - thanks for reading the links. I didn't mean to imply that Trumbull was a bad guy and tried to include enough of the quotes to show that he was cleared of wrongdoing. But, he made mistakes, as do we all.
My point is that US military procurement has suffered from waste, fraud, and abuse since the US military was created. Trumbull, as one of the first procurement officials, IMO made for an interesting example to cite.
The first link (rations and cattle) also shows that 'reforms' or 'change' aren't always better.
