Yes, this is typical. I had a relative who used to run disaster relief for an NGO and she always said the biggest challenge wasn't getting the needed items, it was getting them where they need to be.
Doesn't matter who paid for them. Did FEMA give them helicopters to get the water out to rural areas?

Of course they didn't. They dumped the water off and said, have fun trying to deliver. And you are correct in saying this is typical.

Nope, leaving over a million bottles of water on a runway when people need it isn't typical. There's STILL a need for this water in PR, there's no reason whatsoever this wasn't distributed. Having a few or even 100 pallets left over is excusable, a runway full of water is negligent. Your relative would have been fired, relieved of duty and possibly charged if she oversaw the waste of a million bottles of drinking water.

As a matter of fact, FEMA did supply PR with choppers to distribute supplies to rural areas but local gov. officials managed the distribution on the ground.

Maria was on Sept 20, 2017, that water started showing up in March 2018, 6 months after the hurricane hit.

Those date stamps aren't from the satellite, those are added to the photos by whichever random user adds it to the Planet website.

It's like we all forget that locals involved in disaster relief are also people who are worried about their families and homes and may not have the resources to deal on their own with the logistics of distribution. This is why our military has loads of supply chain managers. The job isn't over when the water is piled at the end of the runway. Let's hope we do better if Florence does a number on the Carolinas.
