I'm no fan of tax cuts for the rich, but most cuts to the top rate have occurred while Democrats controlled both houses of Congress.
When given control of both houses of Congress and the White House, Democrats don't even bring higher taxes on their wealthy donors up for a vote.
That may have something to do with their two-and-out track record.
As for corporate tax rates, our 39% rate made us non-players in a competitive global economy.
The European average is 18.2%, so keeping a rate more than twice that serves no purpose.
