Well you can say you live anywhere and the state won't be any the wiser, if you really do live in an RV and don't ever have a utility bill or any official services at an address in their state. That's what lots of RVers do...they just pick a no-tax state as their residence and travel around where they please. Good idea actually if you have income you'd like to keep from being appropriated by some greedy state you aren't even a resident in.

Everyone living on the reservation has an identifiable residential location. Just like in many parts of Alaska. At one time my residential address on my voters ID and my drivers license simply said "12 Mile West Nome Beach" Nome, Alaska.

Try it sometime in California. They require another stable address for a year before they will agree you have moved out of CA. Otherwise they presume you are coming back. And the only way to beat it is a stable street address for a year or go to court.

Yup That is the source of the argument.

Comes up in a lot of situations.

Well it sounds like residential address can be described in any way. I'd bet any tribe has a list of it's members living on their reservation and some way to identify where they are living. The ND gov site says:


If an individual’s valid form of identification does not include the North Dakota residential address or date of birth, or the North Dakota residential address is not current, the individual may supplement the identification with a current utility bill; a current bank statement; a check or a document issued by a federal, state, local, or tribal government (including those issued by BIA for a tribe located in North Dakota, any other tribal agency or entity, or any other document that sets forth the tribal member’s name, date of birth, and current North Dakota residential address); or a paycheck.
