I think he should be licensed he’s is doing a dental procedure. He doesn’t need full on license but something like PA doctors assistant or midwife training. Putting on a girl would need a good clean environment and someone that takes precautions against bodily fluids and such.

The regulation of this area of personal services is due to the government's compelling state interest in public health and safety. And the reason there is a well-defined, efficient, effective scheme for training and licensing is to further that interest. BTW because of that, the courts are not clogged with malpractice litigants who will bring claims that can only be adjudicated by experts...the same ones that are on the licensing authority that already exists. So you accomplish nothing by allowing a free-for-all in these areas, and you wind up with detrimental effects and costs on society.

Think of it this way: If G-Money makes a grill for Heavy-D and Heavy gets a staph infection that lands him in the ICU for three weeks, then which of these ghetto morons is going to make the health care system whole for the cost of saving his worthless life? How does allowing G-Money and Heavy-D to enter into a personal services contract that creates a high probability for personal injury, without government involvement , benefit society at large? And then we have to empanel a jury and spend the resources of the state on civil litigation so Heavy can be made whole too?

If these two were involved in some more productive and useful occupation that enables or improves oral health - like a dental professional, it would be a different story, as long as the service provider was established to be well-trained and competent to safely deliver that service.
