I would assume there is absolutely no requirement that detailed records be kept of face to face meetings with foreign leaders. Not only would it be impractical it could hinder talks.

The old saying about using the word Assume.

Every other POTUS in face to face meeting's have someone else with them to take notes. Face to face occurs in a room with 2 chairs and a whole bunch of cameras. Talks occur with others to prevent what has happened to Trump. Foreign Leaders coming out and making Trump look the fool.

Has that ever happened before?

In the history of the United States, has a president EVER had a discussion with the leader of a foreign country and it ISN'T a formal record of it? Even if Top Secret???
