You're confusing longterm border wall funding with the Government shutdown.
The Government shut down after Trump refused to sign the short-term continuing resolution that was passed by the Senate.
Per Ryan on Dec. 20: "The President informed us that he will not sign the bill that came up from the Senate last evening because of his legitimate concerns for border security."
He had earlier signaled that he would sign it, resulting in a stew of confusion. Thinking their "jobs" done, individual congresspeople had already left town ...
