I'm totally confused?? Why is is Trump's shutdown?? He has not voted on anything, he has not vetoed anything, seems like Congress is the one shutting the government down, not the president!

He has not voted on anything, he has not vetoed anything, seems like Congress is the one shutting the government down, not the president!

Congress voted (senate 100-0) to keep the govt open. tRump wouldn't sign it. He shut down the govt by his inaction. I think that's referred to as a "pocket veto."
