Your missing my point. It's not so much public versus private it is having a choice. Kids can go anywhere they want to for college. Kids can't choose which public highschools to attend. They have to go based on location.
By giving parents a choice, you let the bad schools fail and good schools prosper. Yale is Yale and kids will always fight to go to Yale. What does that do? That breeds competition and competition breeds success. So Yale gets only the best.
So it has more to do with having a choice then it does private vs. public.

in florida you can choose whatever school you want to go to regardless of location(as long as its in your county) yet we still have one of the worst graduation rates in the US, we were in last place last year,

In Arizona, you have to go to the Primary and HS (Public) designated based on your residence

And on Long Island (Nassau and Suffolk counties) we have to go to school based on where we live. We also have many of the top rated schools in the nation. Even most of our "not a good" schools are above average compared to other parts is the U.S. So there is more to this problem then just a choice of school.
And for everyone complaining about having schools based on location; you do have the right to move to a better district. And if you say "i can't afford to moved to a better district", what to you think will happen if all schools are private? Better schools will cost more.
I'm looking into a Cyber-charter school in PA for my kids. They are still funded by tax dollars, but education takes place in the home via internet. It allows kids to go ahead and the ones that need more time to not hold up the classroom.
They are in 12 states now, hoping they catch on, for some parents it is the best of both worlds. I think eventually they would be more cost effective. The only issue is there has to be a parent in the house to supervise, not all households can do that.
The study cited in that article and a similarly constructed study released by the NCES in 2007 have been discredited due to flawed methodology.
"The NCES math results were anticipated by a previous study by two scholars at the University of Illinois (Lubienski and Lubienski, 2006), which suffers from similar flaws."
Nope... doesn't do it for me. Both of the studies used were put together by conservatively biased sources and they ignore the increased ease private schools have in teaching due to most of the kids generally having more educated and more economically prosperous parents, benefits that extend to both the rich kids and the low-income kids by simple virtue of the private schools having relatively fewer low income kids to deal with. Even if they accept students on vouchers, that doesn't mean that most of the students, or even a large percentage of them, are using vouchers, but the article linked from the article doesn't mention it. Any honest study would have addressed these things, but the Manhattan Institute, "Mackinack Center" and other groups of their kind (on both the liberal and conservative sides) don't generally do honest studies, they make intentionally biased studies and selectively overlook potential variables to prove a point. They have a right guaranteed under the constitution to do so but that doesn't mean we needn't be extra-critical and careful when drawing conclusions from their "research."
