Actually, that is true. When issuing these types of reports, many issues are commingled.
For example, a major deficiency cited is a lack of appropriate supervisory approval or review. It doesn't mean the purchases weren't appropriate or needed, just that the process either wasn't properly executed or that the paperwork supporting the approval was not found or done incorrectly. Then, you have the issue of the inappropriate purchases, a much smaller % of the problem.
However, the whole thing gets lumped together when summarized in news releases and it makes the problem seem much more significant than it actually is. Finally, those who try to point this out are labeled as apologists and excuse makers for taxpayer waste and abuse.
GAO should just hold on to the report, they can plug in different numbers and dates and release it again in a few years.
