Municipal building? Disgruntled worker....first guess. Best guess. It's hard to imagine just a vanilla government hater...I go for personal connection, fired worker or the like.
Yeah, disgruntled is the word in one article already. One article says 12 dead, but who knows? Lots of confusion.
