Stealing? It's hardly stealing. The Pentagon awarded it. There are always ways to trim fat and divert funds that aren't really necessary for a more important project and this one certainly is important.

Uh, no. Telling the DoD: "I'm taking this already-appropriated-money for this other thing, with no Congressional approval." is absolutely stealing.

Is there a law being broken? You certainly assume a lot that other "important" things will have to suffer, aren't you? You have no idea what's being trimmed and if it really matters you just assume.

Because this is one of the campaign issues for 2020, the new slogan will be "we will build a wall and we will pay for it". At least we will get to use this wall as an example of failed policy.

Taking something that doesn't belong to you is stealing. I don't care what else it was planned to be spent on.

Well not in this particular case but his national emergency is being challenged. I seem to recall right wingers claiming Obama was a dictator for his term, different tune the last two years.
