If what Barr said is true do you think it was the Obama administration? And if it was do think those responsible should be investigated by the DOJ and if proven true do you think they should be prosecuted?

Any investigation could be said to involve spying on something or someone, as there is always something that is surreptitious in any secret investigation.
After all, spying is nothing but collecting information to use about something in deciding how to act.
The FBI surveillance on the Trump campaign was AUTHORIZED.
However, many people believe SPYING = ILLEGAL SURVEILLANCE = they do not differentiate between authorized and unauthorized. Which is why Trump now is merrily tweeting and speaking that word - because that word feeds the conspiracy theories of his ignorant base.

Except that this was not a criminal law enforcement investigation, it was a counter-intel investigation, hence the use of hired spies and electronic surveillance measures.
What would you call it when the CIA hires a foreigner who has worked with the CIA for decades, to speak with, interact with, and try to infiltrate into the confides of the Trump campaign, and tried to get a position as a foreign policy advisor or an ambassadorship in a Trump presidency, all the while Halper was reporting back to his CIA and FBI handlers? Halper was a spy, and spying for the CIA and/or FBI.
