Well, the Trump-Russian FISA IG Report is not out yet. There are reports that it will be 'devastating'. You can bet once that report comes out, all gloves are off. Especially for Strzok. And guess who's going to start singing on pressure. Actually, I think Page will turn first as she was more cooperative and forthcoming during the Congressional testimonies.
You're getting it confused with the State Department IG Report which concluded there wasn't proper authority for Clinton's server (hence illegal) and did not include Strzok for criminal referral.
McCabe was referred criminally for lying to investigators regarding leaks.
AG Barr said he's going to be looking at Leaks. Comey IMO is in big trouble for that.

There is no record of any action by Strzok or Page beyond their private text messages so I don't know where you are getting your reports.

The Mueller Dossier was a failure doing a great disservice to everyone. It left open to interpretation whatever POV was in existence prior to its conclusions.
It won't stop the truth from being exposed and what the truth is depends on peoples POV too.
Its still up to A.G. Barr to hold those accountable and restore faith in the DOJ. There will be convictions and maybe that is what decides it in the end. A comparison of convictions between Barr and Mueller.

The IG doesn't have the authority needed for those involved and not in the DOJ currently.
