Why have the 2020 democrat candidates jumped into a death match contest to see who can spend the most money that we already don't have? How many trillions of dollars are they throwing around now? Between Bernie and wiping out college debt, Booker and reparations and now this idiot how much money can they possibly spend?

No you cannot fix these ****holes with money. The people need to do it themselves. Build a big wall so they can't come here, then they realize they must fix their own problems.

When did it become the job of the United States and the American Taxpayer to fix every country in the world, or take their problems and bring them here??? We have a legal immigration process like EVERY other developed nation. Use THAT! Vote for me and I promose to halt immigration by instituting green economies, common sense gun laws, gender justice, basic living min wages, healthcare paid by someone else and an education system paid by ...you guessed it "someone else"
These formerly govt run rat holes to our south will then be such govt run utopias that no one will ever want to leave and come north to our own govt. run utopia. Oh and send money,lots of it

Here's the problem with Castro's plan - caudillismo.

A uniquely Spanish-Latin thing that has taken many forms over the centuries, but is baked into the culture all the way down to the DNA.

It is the same as how every time the US or whatever forces of democracy give the people in the Middle East the power of voting, they always choose sharia and Islamic theocracy. Baked into the Arab/Muslim DNA.

That's how these folks want things to be. It's what they prefer. So Marshall Plan it all you want, but a strongman and his inner circle will arrive, take over, turn it into a dictatorship, run it into the ground, and create the fertile soil for the next guy to do the exact same thing, rinse repeat until the end of time.

You may be right. But it seems that Costa Rico is an exception. Fairly Democratic little country. The "Switzerland" of Central America. Why can't the other Central American countries be more like Costa Rico?

Costa Rico is safer than the other Central American countries. However the Canandian government considers it ... a high level of risk.
