The government does not pay for those 2 things. Presidential libraries are paid for by private donations, but the NARA runs them, so I guess you could say the government staffs them to preserve documents.

$1.3 Million is not rich, $5 million is considered rich.

According to CNN Money at the end of 2007 it was 1.3 million dollars. That seems pretty reasonable to me for someone in his profession. His current net worth seems to not be publically known but estimates range from about 2 million to as high as 12 million or more.

Then came the big money. In the two weeks before he was inaugurated as the 44th president, Obama reworked his book deals.
