Will Trump's strategy for 2020 be about illegal immigration and not the economy? (border, election)

Doesn't seem Trump is interested in selling the economy this election cycle and rather more so appears to want to concentrate on illegal immigration, the border, the wall, caravans, as Dave Weigel points out:

It is true though, this strategy didn't work, certainly not in the house losing 40 seats, but it appears this is what his base wants him to do anyway? Make this election about illegal immigration and not the economy?
