Green Bay is in the situation it's in because it's up until 2 weeks ago they had a tremendous amount of poor families, many of which are recent arrivals from Latin America who have a massive amount of children they can't afford crowding into small homes.
Large illegal alien or recent immigrant arrival population from a poor country that has tremendous amounts of children couped up in small homes and then going to schools crowded with other families who live in a similar lifestyle.

Do you live in Green Bay or have you even spent more than a couple of days there recently?
I live 60 miles north of Green Bay and lived in a fairly cheap motel for two weeks* this past July while waiting for our home to be completed, and in my opinion, you are painting a
very misleading picture. (We go to Green Bay about once a month to shop for things we can't find closer to us.)
Yes, Green Bay is VERY working class and many might say it is even poor, or at least leaning that way. However, the homes, even though most are small and at least 50 years old, are VERY well kept (at least compared to most similar homes in SoCal and Denver). The streets are well-kept, there is not a prevalence of graffiti (in fact, I can remember only seeing one wall that had it), and I never heard even one person speaking anything but English. So, although I am sure that there are people from other countries living in Green Bay, I have no idea how many of them are here illegally, but they are
not typical of those immigrants who are so
very prevalent in Denver and SoCal.
Btw, going by the census link you posted, 15% of are Hispanic/Latino origin and 18% speak a language other than English
at home. That compares to 49% and 56% for Los Angles County, respectively, and 30% and 27% for Denver, respectively.
