Trump is already raising taxes in 2021 unless he signs a new tax law. It's unlikely that Biden will do much on top of that. I actually see him lowering taxes for CA and NY as they are being overtaxed by the federal government due to the SALT cap.

Yes. The T tax reform increased the taxes for those in CA and NY by limiting SALT.

They'll survive with federal revenue sharing. Hopefully longtime and still want to be residents will get rid of the one party rule and/or top 2 voting which really doesn't allow for third or even 2nd parties sometime.

How you just make up things, so completely untrue!. NYC has had its ups and downs but always always rises up again. It is not dying. what is dying are the forlorn towns of the Rust Belt and the Great Plains. They are the ones truly dying. Ever been to them?. They are in extremis, many of them. Then you will see what dying is.
