I didn't quote the part of your post dogging on Democrats and Elon Musk because it's a strawman argument, and off-topic. Unlike you, I'm staying on topic. So you're dogging on CA for not fixing the homeless problem and you have no ideas on it yourself. I didn't think so.
A huge part of the anger at California comes from conservatives saddled with the attempt at aligning two contradictory ideas: California is a terrible place, and the market value of homes in California is very high. Either California isn't that terrible (Inconceivable!) or the market is somehow wrong (Blasphemy!) Cognitive dissonance is uncomfortable.
There are three main components to CAs high home prices. The first is that overseas money, primarily from Asia and the Middle East, is bidding up the choicest properties in the top areas and that drives the prices up every place else.
The second is high tech, especially in the Bay Area. The high compensation has led to sky high prices from Morgan Hill to San Rafael and driven a lot of the working class out. People are commuting from Hollister, Vacaville, and even Los Banos. A great many of the high tech workers are foreigners on special visas. San Francisco gets closer to "Escape From LA" conditions every day.
The last is government. Zoning laws and crazy building requirements add lots of cost to each home built IF YOU CAN GET permission to build it.

The state didn't get $151 billion, the state got $26 billion, cities and municipalities got $27 billion and the rest of the $151 billion went to individual Californians and private businesses as stimulus payments or business incentives.

Sure, here is one. Stop spending billions of state dollars on illegal aliens and redirect that money to native born Americans and legal residents. Fine landlords who rent to illegal aliens and open up that housing to native born Americans and legal residents. Arrest and fine employers who hire illegal aliens and open up those jobs to native born Americans and legal residents. As long as there are illegal aliens available to fill jobs at low wages, native born Americans and legal residents don't have opportunities.
Use the funds you redirect from spending on illegal aliens to programs for those with mental health issues and substance abuse problems. Enforce existing laws on public intoxication and "sentence" those people to interdiction programs. Enforce existing laws on vagrancy and "sentence" those people to interdiction programs.
These are the same people who thought we had a surplus while Clinton was president…even though our national debt was in the trillions. I hope you folks don’t balance your own bank accounts the way democrats do.

The Politico does not have a left-wing tilt. It is a center-right leaning operation, especially in the last two years after it was sold.
Let's hope the surplus goes toward committed projects, like high speed rail.
California lawmakers have to fully commit to completing the project. That means releasing $4.2 billion in funds that voters already approved in a referendum.
I wonder how many other projects are being held back to create the illusion of surplus.

Every state got surpluses nowadays. Big whup.
California has $2T in unfunded liabilities and ranks 30th in long-term fiscal solvency. That will only get worse as they continue to regulate more businesses out of existence and drive taxpayers away.
Maybe they should have used some of that 2021 surplus to manage forest fires, get the schools re-opened sooner, or combat drug use? What do I know.

This is actually a big reason why we have another surplus. A lot of the economic doom and gloom that people thought was going to happen during the pandemic didn't happen. With the way the economy is going right now, it will be interesting to see if CA has ANOTHER surplus next fiscal year. If they do, then maybe it's time to start lowering taxes a little.
