I recently moved to Georgia and became aware of the concept of the runoff election. In GA and other states, a candidate can't win an election without at least 50.1% of the vote. If no one wins a majority in the initial vote, then a runoff is held between the top two vote recipients.
I haven't been able to find a list of the states that use them, but it seems that many southern states do. What is the rationale for them, given they cost more and may produce a result based on very low voter participation. That result may elect the candidate who did not even receive a plurality in the initial vote.
Other states I have lived in just use a simple plurality, so just wondering what people see as the pros and cons of runoff elections.
