Who gets credit for all the other periods in history where there was no attack?

No asteroid has hit the earth in the last 50 years, does that mean that NASA did its job?

there has been no declaration of an attack. there have been several unexplained incidents that the governmenet denies were attacks.
s. cal fires set by an individual on a motorcycle
oil covered freeways in s. calif.
but the official position is these events did not have a terrorist connection.

He says, "What helped make it possible in the Anbar provinces is they did what I suggested 2 and a half years ago - gave local control."

He isn't claiming that he's the reason for success. He's merely stating that he suggested the idea 2 and half years ago.

You're making it sound like he's dismissing the troops which is something he doesn't do.
