He presented his plan to Congress. Spending bills originate in the House of Representatives and are passed to the Senate for approval. Once approved, they go to the President to be signed. Anyone with a basic understanding of our government should know this.
On the other hand, the less Bush does, the better.

Every time Bush has an idea, it ends up costing the taxpayers a lot of money.
Perhaps the reason Bush doesn't seem too concerned about the impending financial catastrophe is that it is all a bunch of baloney.
I've been thinking that after "working hard" to privatize Social Security, Bush wasn't able to deliver the trust fund to the guys in the investment houses (you know the ones that made "bad decisions"), so he decided to just rob the Treasury and deliver the loot to Wall Street with this bailout.
