In modern terms, this admonition would mean : scale back the Federal government by 97%, end all foreign unWars, sever ties with the U.N., void the public debt (for fraud), eliminate the regulatory fourth branch of government, and so on.
Of course reform won't happen - Americans are enamored of their imperial government, the bribes it pays, and the democratic mob rule that profits from legal stealing of property from one to give to another.
