It was only one bank in each state. I don't know about the other states involved, but the First Bank of Ocala in Florida wouldn't be considered a strong banking institution based on it's size alone. I doubt any of these banks received any benefits from the big bail out to begin with. It was probably a major pain for the people who get their payrolls from these particular banks. I sure can understand their frustration.
