Is this the same Eric Holder that told Paula Zahn in 2002 that the terrorist don't fall under the Geneva Convention?

Saying it and doing it is another thing. obama wasn't ;how he has passed it on to Holder. Even Obama could be called as to why he said that he wouldn't prosecute at first. Waffling doesn't get anybody any where or general statements like Holder's.Does he mean that all senators that were advised and didn't report it are also to blame?
