Not having a missile shield is actually a positive thing in a twisted way. It allows for MAD to continue as a preventative measure. Without MAD, a crazy person could enter into the presidency and begin taking over the world unabated.

If America has a missile shield and Russia (for example) does not, what is to stop America from nuking Russia and others without consequence? Other than sleeper Speznatz cells from sabotaging the European installations of course.
And to add insult to injury..the weapons industry in the US is looking to sell global now since the US is cutting back. While they have to get permission from Congress the article states that Congress has never said no to them.
So while we cut back our own countries industry is still ramping up and selling those weapons to other countries.
