As it's written, the law will benefit few car shoppers and those who might actually benefit from it probably shouldn't be buying a new car to begin with.
Here's why it won't do most people much good: The government refund vouchers for $3,500 or $4,500 are in replacement of -- not in addition to -- the ordinary trade-in value of the vehicle, which in many instances will be worth more than the voucher.
Sorry, but the voucher program is getting one Jeep Grand Cherokee originally scheduled for the junk yard out of my drive way and a new Mini into it! And I can guarantee that my air polluting, gas guzzling heap of junk isn't worth anywhere near $4,500 as a trade in.

I left my 1940 Chevrolet Deluxe legally parked in front of my house in Seattle while on a 2-week vacation. The car was in perfect condition with only 35,000 miles on it. It had mohair seats.
The city of Seattle towed it off and cubed it by the time I returned from vacation - because it was OLD.
