The independent committee will find that a culture of caution at the CIA, as a result of these invesitgations and prosecutions, watered-down our ability to take the necessary action to prevent an attack on our country.

Pure idiocy. There has already been a culture of caution at the CIA, as well as the FBI. In fact, so cautious they didn't even communicate regularly with each other for fear of leaking classified information to those that shouldn't have it. This was one of the fundamental breakdowns leading to 9/11. So yes, a culture of caution is exactly what we don't need.
Mock executions and waterboarding are irrelevant. The bigger picture dictates that if they are scared to act, they simply won't. The fact that you or anyone else support that is mind-boggling.
