Anti-gullibility laws?

Who breaks them? The ones with no $hit-detectors who believe everything they are told, the more outlandish the better? Or the ones who do the telling?

An age-old question.

Who's morally wrong - the briber or the bribee?

An acquaintance attending law school and taking a sudden deep interest in Catholism told me that only the bribee should be held accountable. Forgot his "reasoning" because whatever it was, it didn't make sense to me.
