The use of such language is commonplace in legal legislative analysis. Look at other CRS reports.

still doesn't = fact

On top of that even if you were to believe that, nowhere in the CRS report does it state the portion you are referring to is about the Public Option portion of the bill.

Telling a half-truth is STILL a LIE... so yes, Obama and liberals, you DID lie... but Wilson was out-of-turn in doing what he did... he shouldn't have... the GOP are afraid of angering the Hispanic community by saying what they all know (and one in fact did say during an amendment meeting)... what good is barring "illegal" immigrants if you are GOING to legalize them with amnesty? I remember a GOP asking a liberal that and the liberal would NOT promise to put amnesty completely out... leave it to a liberal to tell lies... although I have seen Republican lies but liberals pretend to be better...
