If something is a necessity for life it is a right; as in "Life, Liberty and Pursuit of happiness."
Well not really. You have the right to your life, as in no one has the right to take or enslave it. You do not have the right to the property of others to advance your happiness in life.

Are food, clothing and shelter rights? How about clean air, purified water, education and transportation? What should be the system for determining whether or not something is a right?
there are some people where clothing , alot of clothing should be made a law.

yes, basic needs are rights but it is up to individuals to choose what they do and do not want in life. Food, shelter and clothing are provided for all of us in some way, if some choose not to live in housing (even if it is a shelter) choose to eat from trash cans or not to take advantage of what is out there, we have no obligation to them. Yes, education is another right, but only to a point. Schools are available to all children, if one chooses not to attend, that is their business. Clean air, pufified water and transportation: I draw the line there as what is meant by those rights?
No, they are not rights, neither is healthcare, and education or owning a home. That said sometimes bad things happen to good people, as a very wealthy nation there should be no good reason that American citizens cannot get help in a time of need. For those who just say too bad, first remember that you are also saying that to Millions of children and the elderly and secondly pray you never have to walk a mile in their shoes, do not fool yourself into thinkig it could not happen to you, it can happen to anyone.

Our rights are established as liberites that should not be subject to government interference, not as things the government should provide or force others to provide. You have a right to pursue these items, but not the right to force others to pursue them for you.

How do you fix a "safety net" that has turned into a lifestyle ?

Might makes right. We are still living under the "law of the jungle", everything else is just an illusion.
