In a way he kinda is. Iran offered to give up its nuclear program and stop supporting terrorism shortly after Bush invaded Iraq if he would have given them a guarantee not to invade them. Bush refused and later Iran saw all the problems we were having with Iraq and withdrew the offer.

Just goes to show that the Iranian regime won't stop its nuke weapons program unless it seriously believes that it will be attacked as a consequence.
The Iranian crazies and their Hezbollah proxy can only be dealt with militarily.
