Which is it, because indeed Iraq harbored terrorists groups, and anyone who read the numerous reports, including the 911 report will tell you so..

From my understanding Saddam did not want the Taliban in Iraq b/c he was a dictator so why would he want a secular group in there to unsurp him?

No, they initially hated each other but Saddam allowed them to operate (although without support) after figuring out that they had a common enemy "i.e. america"...
