It isn't a confirmation, in order for it to be so, the raw data and lists of stations used must be obtained from the CRU to validate this concern.
That is not to say that it is not likely, we have a lot of evidence that suggests such and a time line of issues and replication questions that suggest it to be true, so as Watts mentions:

And that there is the problem. Yet how easy would it be for them to squash this inquiry and claim made by the Russians if they simply released it? So why not? They have nothing to hide... right?
