The state and feds already work together, the House and Senate.
The governors of the states should remain seperate from the federal gov't, and independently beholden to their citizen's best interest and not the collective interests of all the states together with guidance from the president/federal govt.
It seems like another layer of unneeded bureaucracy, one which waters down the independence of the state.
Yes, I can see where this might be a bad thing. Better to just let the federal government dictate to the states without any input from them at all, right?
After all, who cares about such old, archaic, out-dated notions like states rights and the limits of federal power? The central government knows best.

We need less gov't, NOT MORE. Up is down. We elect Congress to represent our state at the federal level. The federal gov't should not be dictating to the states and if they are, you/we need to unelect the fools.
Creating another agency, over seen by the federal gov't, because the federal gov't is over-governing, makes absolutely no freaking sense.
We need to take power back from the feds and give it back to the states.

I love the idea, but I hate the structure. 10 Governors of the presidential choosing.
We all know the president, regardless of what political party they belong to, will choose those that only support their ideas/programs, and they will be figureheads for "the presidential plans".
How about unconstitutional, here 10 governors get more say than the other 40 states and also the president appoints who is on the panel.
