That is the most important sentence I read. Wonder if it will be 10 Democratic states. I'll bet the other states won't be too happy that a proxy is making plans for them with no input.

We all know the president, regardless of what political party they belong to, will choose those that only support their ideas/programs, and they will be figureheads for "the presidential plans".
That's what i'm thinking now, well of course he's going to choose who suits him best.
So I'm reading through the OP and thinking to myself, "Excellent! I love that the President is utilizing the input of the States regarding national security, especially since they govern their own National Guard units. There's no way the Republicans can spin this as a negative, since it shows he's taking national security very, very seriously and coordinating all the necessary players to improve communication and coordination."
Then I got to the last sentence, written by the OP.
