The average tax refund for 2009 has reached $3,036, up $266 from a year ago, according to early data from the Internal Revenue Service.
"The Recovery Act is a major factor behind these larger, record refunds," said IRS Commissioner Doug Shulman. "About half of all Americans haven't filed their taxes yet, so we urge them to look carefully at these Recovery provisions."
Now is that actual refunds, or does that include credits as well?
People that pay taxes know the difference, those that don't, don't.
And people who complete their own tax returns know the difference too. My tax return isn't simple, but I enjoy working with numbers and details.

That's just silly. People who get tax refunds overpaid to begin with. It has nothing to do with the stimulus. Just people who are lousey at estimating or withholding.
IIRC, the "stimulus" was supposed to CREATE JOBS. I wonder what ever happened with that?
