The average tax refund for 2009 has reached $3,036, up $266 from a year ago, according to early data from the Internal Revenue Service.

"The Recovery Act is a major factor behind these larger, record refunds," said IRS Commissioner Doug Shulman. "About half of all Americans haven't filed their taxes yet, so we urge them to look carefully at these Recovery provisions."

Now is that actual refunds, or does that include credits as well?

People that pay taxes know the difference, those that don't, don't.

Wait! Does that come off the $40,000 every man, woman and child owes - soon to be double that under the biggest spender in modern history?

And people who complete their own tax returns know the difference too. My tax return isn't simple, but I enjoy working with numbers and details.

Your question is strange, actually. It seems to assume that the only people receiving tax credits are people who aren't working. That sounds like something a stereotypical Republican would say. I'm happy to tell you that it's a false assumption.

"Among the benefits are the making work pay credit, worth up to $800 for married couples filing jointly, the $8,000 first-time home buyer credit, and sales tax deductions on new car purchases."

I don't vote, its worthless in my state. Nice assumption though. You're also wrong on your other assumption. 2 for 2 bro! allsome!!!

I was referring to people that get more $$ back than they pay in the form of credits. EITC, and many other credits as well.

In the article is it considered a "tax refund" if you didn't pay taxes in the first place? I know that it shouldn't be, I was just asking.

That's just silly. People who get tax refunds overpaid to begin with. It has nothing to do with the stimulus. Just people who are lousey at estimating or withholding.

IIRC, the "stimulus" was supposed to CREATE JOBS. I wonder what ever happened with that?
