Lots of publicity (which is priceless for politicians), but very few ever actually benefit from government programs; there was a big splash in local news and newspapers about a program to help people with their mortgages in Phoenix, a very large city; turned out only 26 got the help but the publicity was worth millions.

I'll let ya know after they've been here later this month. Weatherization includes insulation, replacement windows and doors. Oh, and replacing a furnace and/or water heater if necessary, that's part of the "CHIP" program. Central Heating Improvement Program.
