The White House has warned state and local governments not to expect a "significant federal response" at the scene of a terrorist nuclear attack for 24 to 72 hours after the blast, according to a planning guide.

President Obama told delegates from 47 nations at the Nuclear Security Summit on Tuesday that it would be a "catastrophe for the world" if al-Qaeda or another terrorist group got a nuclear device, because so many lives would be lost and it would be so hard to mitigate damage from the blast.

Default That's disasters for you.

Nuclear device, earthquake, flood, tornado - if there's a massive destructive event, local emergency services are overwhelmed to uselessness from the word go, and federal resources take time to mobilize. That's the nature of disasters. Having a kit prepared to be able to tough it out is common sense.

If you're badly enough hurt to need, say, trauma surgery - yeah, you're pretty much done for. But with a bit of training and preparation, tons of lives can be saved that would otherwise be lost to relatively trivial injuries.

What really is your point? First responders to 9/11 are, to this day, filing lawsuits for their exposure to toxins. Now you are trying to shine the gray light on the very sage notice of response time to a nuclear attack. Nuclear blast victims are done. There is no saving someone who is unlucky enough to be at ground zero of a nuclear attack. There is no point in wantonly exposing healthy people to lethal doses of radiation to administer aid to corpses.

And what about those victims not exposed to lethal doses? Don't they count? What about survivors who were in subway tunnels at the time of the explosion?
