Well you point is just wrong since the President can declare a national state of emergency without a state governors request or permission. In point of fact, Bush had declared a state of emergency two days prior to Katrina making land fall.

Now having said that, again, Bush neither caused Katrina, or failed to declare a mandatory evacuation of the city. That sits squarely in Nagan and Blanco's lap and as far as I am concerned that is the where the greatest blame lies.

Memphis, I live near you and I still support drilling. Lots of people in our area depend on it to make a living, you may not know any of these people, but trust me, there's plenty of them around here. Sorry if you didn't know that before you moved here.
