Some of us have noticed that an electric car is not an "emissions free" car, like California defines it. An electric car uses a battery to store energy, instead of simply burning gasoline for energy. But the energy must be created before it can be stored in the car battery. Are you going to burn coal, then send the electric energy over power lines (incurring losses of energy with each mile of line), to your house, or a charging station?
The car itself may be emission free, however. The source of energy production can be anything. These are two independent but dependent pieces of technologies we're talking about. By the measure you've adopted, a traditional car's emission wouldn't be limited to the car itself either, as it must get its supply of fuel, which is transported, and refined and extracted, and all of those processes require energy as well as have emissions related to them.

China has all the production and manufacturing because it hasn't had its head stuck in the sand as we have. That country seems to have the desire to progress and control the world to the best of their capacities, ingenuity and, more importantly, desire, that we're lacking now. We weren't always like this. We were more like that. Self-interest has been replaced by greed. Blaming just the lawyers and government does little to handle the doo doo. In fact, I see them as cop out, to maintain status quo and serve corporate interests above all else.
Going back to those toxic chemicals, are they really as big a concern as the complete processes involved in regular oil extract, refining and transportation, and use? Or, is that yet another cop-out? Solar cells are also being advanced greatly, and by the time we're done, the technology may be completely different than what a typical person is aware of. The least one could do, is to appreciate the research and advancement of technologies, and encourage it.

Honestly, I see the rise of conservatism as part of the problem. Conservatism is, by its very definition, hostile to innovation and new ideas. Just look at some of the comments in this thread.

I think I will just stick with my gas guzzling 30 mpg gasoline powered car, till it is taxed so high that I can't afford to do it.
Some of us car guys drive cars that get about 15 mpg at best and my pickup even less but thats the way they run. Big nice comfortable to drive and reliable vehicles consume lots of fuel.
