MMS is the Federal Minerals Management Services.
Tsk-tsk, the finger of blame has already been extended by 0bama, and it was pointed at everyone else around him.

From what I've heard of the accident, it was caused by corner cutting ordered by the on scene BP owners representative. The rig could well have set safety records in the past. It's just a lesson that unsafe practices forced by an unscrupulous owners representative can quickly transform what was a vessel with a sterling safety record into a disaster waiting to happen. I'd suggest we need federal safety inspector on these vessels all the time who have the authority to stop this types of practice.

On the other hand, you also didn't mention that the MMS favoritism has been going on since '05 at least according to former MMS scientists.
