So I will be transferring to Portland State from Boise State in August 2012. I have a year to get everything together. I have a cat, and I would love to live close to campus. I may also have a friend following me to Portland as well. How is the current job market as of now? I don't really have much job experience, but I have volunteer experience as well. I have a checklist of things I would like in an apartment, for those who would love to help me.

Early days. Your budget is fine for what you want, but obviously start looking next spring. You might have to stretch your radius by another mile or so, but the city is very walkable/cycleable/busable.
