I have done that, but years ago. The major challenge, IMHO, is transiting the locks at the Bonneville Dam. If you have, for example, a 36 foot boat it isn't as scary as in a smaller boat. You will be sharing the lock with commercial vessels.

The other matter is to know your boat's range, make sure you have identified places to fuel.

Depends on the boat. Plan a day trip.

Depending on the boat, where in Portland you're starting from, and the lock schedule at Bonneville Dam, it'll take five-six hours each way. That being said, it has been about a decade since I've last done that.

Some information about going from Cascade Locks to the Dalles is here: Cruising the Columbia River - Cascade Locks to The Dalles

The official Bonneville Website, with lock schedules and transition information, is here: Bonneville Lock and Dam

Make sure you have some good charts of the river. West Marine would be a good start.

Here are the charts of the Pacific coast and nearby rivers (including Columbia) for free, as they should be, since they are produced by NOAA with our tax money:

List: Pacific Coast NOAA Nautical Charts
Columbia River Vancouver to Bonneville; Bonneville Dam: Chart 18531
Columbia River Bonneville To The Dalles; The Dalles; Hood River: Chart 18532
